Stacy Barnes

Stacy L. Barnes is an Emergency Management Coordinator II for Los Angeles World Airports Emergency Management Division (LAWA EMD).  She has over fifteen (16) years of experience spanning emergency management, crisis communications, community outreach and engagement, and aviation.  

In her current role at LAWA EMD, Ms. Barnes oversees the Emergency Preparedness Section, working directly with airlines, service providers, terminal tenants, local, state, and federal agencies, local businesses, and other airport stakeholders on emergency mitigation, preparedness, planning, and response initiatives, training programs, terminal evacuations and safety, intelligence analysis and threat prevention, and family assistance support after an airline accident or other mass casualty incident at the airport. 

Ms. Barnes currently serves as the Vice-Chair of Mentorship for CA-WHS and has been a member of the Mentoring Committee since its inception.  She is a certified Emergency Management (EM) instructor for FEMA, the State of California, and Los Angeles County.  She serves as a Director for the California Emergency Services Association (CESA) Southern Chapter Board. She created the CESA Emergency Management Mentoring Program in 2011 and recently served on both the CESA Emergency Management Competency Framework and Professional Certification Program Committees.  She was a founding Board Member and Secretary for the California Fire Chiefs Association Emergency Management Section (CFCA EM).  Ms. Barnes is a member of the Advisory Board of the Women in Leadership Executive Program at the University of California Santa Barbara. 

Ms. Barnes has a B.A. in English with a concentration in Secondary Education from Washington College, an M.A. in Communications with a concentration in Organizational Development and Change from Hawai’i Pacific University, an M.S. in Emergency Services Administration from California State University Long Beach, and dozens of other sector and threat-specific professional certifications.
