Jill Raycroft

Jill Raycroft is a dedicated and passionate Certified Emergency Manager (CEM) in San Francisco. Since 2006, the bulk of her career has been spent running emergency training and exercise programs. Jill has directed and supported over 140 complex exercises. She has had leadership roles in over 60 emergency responses, most recently as the Planning Section Chief for the Tenderloin Emergency Initiative, Deputy Director of the COVID Command Center (CCC), and San Francisco Healthy Streets Operation Center (HSOC) Manager during the first quarter of 2019. Jill has presented cutting-edge emergency management concepts, trends, and creative ways to expand the field of emergency management at 12 national conferences. She has a Bachelor of Arts degree in English Literature from Scripps College, a Master of Public Administration from San Francisco State University, and a Master of Arts in Security Studies from the Naval Postgraduate School’s (NPS) Center for Homeland Defense and Security (CHDS). Jill enjoys mentoring new emergency managers, hiking, traveling, practicing yoga, and exploring the Bay Area in her free time.
