Jessica Kellogg, MPP

Jessica Kellogg is the Public Information Officer for the Superior Court of California, County of Santa Clara. Through public relations and internal communications, Jessica integrates the Court’s goals of judicial collegiality with community needs to support Santa Clara residents. In her exploration of Judicial Emergency Management, she also served the County of Alameda’s Superior Court by assisting the Emergency Services Unit with her experience in communications, planning, operational coordination, training and the development of exercises as an Emergency Manager.

Formerly, as the Public Information Officer for the City of Los Angeles Emergency Management Department she kept Angelenos informed about emergency preparedness, response and recovery through media campaigns and day-to-day marketing. Throughout the duration of various Emergency Operations Center activations, she led the City of LA’s Joint Information System, comprised of marketing and community relations directors, public relations personnel and graphic designers in information dissemination and one voice communications.

Jessica found her niche of public relations with the City of Los Angeles Department of Recreation and Parks. Through the role of Public Relations Specialist, she was introduced to the broad field of emergency management and LA City’s Mass Care and Sheltering operations.

Jessica fell in love with civic engagement by way of diving into a pool. A former lifeguard and Aquatic Facility Manager, it was through engagement with LA City pool patrons that she discovered her passion for civil service. Combined with her appreciation for social sciences and public administration, she pursued a Master of Public Policy from Pepperdine University’s School of Public Policy. A Los Angeles native and a University of California, Los Angeles Bruin, Jessica embraces CA-WHS’s commitment to uplifting women who are not only in tune with homeland security efforts but are changing the landscape as we know it.
